High-level Meeting of ‘Invest UP’ under the Chairmanship of Chief Secretary

Lucknow: The Chief Secretary of Uttar Pradesh, Shri Rajendra Kumar Tiwari has directed that in the new year, the final decisions taken for resolution of the industry issues in the meetings should be implemented in a time-bound manner and the officers of the concerned departments Officers should come well-prepared in the meetings. He has instructed that the issues of industries should not be kept pending unnecessarily.

The Chief Secretary was presiding over a high-level meeting of ‘Invest UP’ regarding the resolution of industry issues in his office at Lok Bhawan today. In all seven issues were discussed and instructions were issued in the presence of Infrastructure and Industrial Development Commissioner-Shri Alok Tandon, Additional Chief Secretary, Industrial Development-Shri Alok Kumar, Additional Chief Secretary, Energy-Shri Arvind Kumar, Additional Chief Secretary, Agriculture-Shri Devesh Chaturvedi, Additional Chief Secretary, MSME-Shri Navneet Sehgal with entrepreneurs concerned connected online.

The Chief Secretary directed that the Gorakhpur Industrial Development Authority (GIDA) should take necessary action by the end of the current month (January) to issue a new policy for rationalization of the maintenance charges for the plots larger than 50 acres (bulk land). These directions were issued to the Chief Executive Officer, GIDA to resolve the issue of Ankur Udyog Ltd, Gorakhpur, as a result of which many units operating in GIDA will be benefitted.

In the issue related to Mandi fee waiver of M/s JRG Foods, Amroha, Additional Chief Secretary, Agriculture, Shri Devesh Chaturvedi informed that provision for reduction in the rate of Mandi fee had been abolished, hence, now under the Industrial Investment and Employment Promotion Policy-2017 all eligible units would get full exemption in Mandi fee for five years.

On the issue of M/s Sadhari Shakti Pvt. Ltd., Fatehpur regarding pending electricity bill of the old unit, it was decided that the outstanding power dues on the defaulter unit, purchased in the auction under various Acts, Rules or by the District Magistrate, should be recovered from the old unit and related financial institution and not from the purchaser unit. In this regard, the Chief Secretary directed that a government order should be issued to clearly define all liabilities of the purchaser before the sale or transfer of the old unit.

Additional Chief Secretary, Energy, Shri Arvind Kumar informed that the list of defaulters of the power dues had been made available on an online portal, so the auction or selling entity can get the information of pending dues on the old unit before the auction.

In the meeting, seven cases related to departments of Infrastructure and Industrial Development, Energy, Housing, Stamp and Registration, Agricultural Marketing, Revenue, Urban Development, Gorakhpur Industrial Development Authority and U.P. State Industrial Development Authority (UPSIDA) were discussed and five issues were resolved finally, while instructions were given to the concerned departments for quick disposal in the remaining two cases.

Chief Executive Officer, UPSIDA – Shri Mayur Maheshwari, Secretary, Housing Department – Shri Ajay Chauhan, District Magistrate, Lucknow – Shri Abhishek Prakash and Additional Chief Executive Officer, Invest UP – Dr. Muthukumarasamy B. along with senior officials of the departments concerned were present in the meeting.
